Low Expectations & Opportunities for Public Support
HealthPocket released a survey this morning regarding the potential of health insurance exchanges to reduce the rate of premium growth. The results indicated that the public is not especially optimistic the exchanges will bend the cost curve. However, these low expectations could be transformed into increased public support of the Affordable Care Act if there is meaningful containment of premium growth nationwide over the next several years. One of the challenges to cost containment, and there are many, is that in the first two years of Obamacare we may have increased healthcare utilization levels due to pent-up demand for medical services by the uninsured and underinsured. Alongside this. the broader benefit structure of the new ACA plans, as opposed to existing plans in the individual & family market, may also encourage higher utilization (however narrow networks may be a countervailing force).
